Social Environment Mangement Frame Work (SEMF) – NSP

Aranya is working as a consultant to the SEMF component of Nagarjuna Sagar Project under APWSIP (a major irrigation project). SEMF serves as a mechanism to inform (irrigation) implementing agencies about the key social and environmental concerns in the project area. It involves preparation of appropriate action plans in consultation with the irrigation department and farmers’ organisations, to minimise adverse impacts and risks and enhance positive impacts of the project. It considers various elements including resettlement & rehabilitation, tribal development, gender development, dam safety and sustainable agriculture.

APWSIP: Andhra Pradesh Water Sector Improvement Project

Nagarjuna Sagar Project- NSP 

In support of the effective implementation of APFMIS Act and help in bringing reforms in the sector, Government of Andhra Pradesh through the Irrigation and Command Area Development Department (I&CAD) has approached the World Bank for assistance to initiate the Andhra Pradesh Water Sector Improvement Project (APWSIP),  .  The development objectives of the project are: (1) Strengthening the State’s capacity for strategic planning, development and sustainable management of surface and ground water resources for diverse uses on a river basin/sub-basin basis; and (2) increasing the productivity of irrigated agriculture through improved irrigation service delivery and system management by Farmers’ organizations together with improved agriculture support services.

Social and Environmental Management Framework (SEMF) is a tool intended to inform and guide the project implementing agencies/ departments both during planning and implementing project interventions. The frame work produces a mechanism to identify the key environmental and social concerns, screen packages on the basis of the impacts and risks and prepare social and environmental management plans. The objective of SEMF is to minimize impacts and risks, and mitigate the unavoidable adverse impacts and help in enhancing the positive impacts. This framework also provides guidelines for strategic environmental and social impact assessment to be undertaken at the individual packages. Implementation of the SEMF will also support and assist in complying with applicable (both national and state) laws and regulations and also with the relevant Bank’s operational policies on environment and social issues.

Social & Environmental Management Programmed is a recently ongoing project of Irrigation& CAD Department offered  to Aranya as a nodal agency to provide the Consultancy Services for Social Environment Management Aspects for AP water Sector Improvement Project/NSP.

Project Details :

  • Location of the project is  : Nagarajuna Sagar Major irrigation project covering fivew districts i.e., Nalgonda, Khammamam, Guntur, Praksam and Krishna
  • Duration of assignment  is  : 60 months
  • Total No. of staff is : 5 members-300 months
  • Funding agency is : I&CAD-Govt of AP
